I would think that the nation that *built* the city ought to be the one it 
is listed with, and the name it was *built* with should be the name given 
it when it is built. The fact that historically a city changed its name is 
already coverable by players who care by the fact that the player is 
permitted to change the name of the city during the game.

If you must get into changes of name subsequent to building, then possibly 
tying the change to a change of government or somesuch might be 
appropriate, or maybe you could include in the Communist government type a 
tendency to change the names of cities any time the name of the ruler is 
changed.

Also, civilisations that arose "late" in history possibly ought not to be 
original civilisation names but rather be names held in reserve against 
civil war, so that some civlisations might have predetermined names ready 
for use for their separate parts should they happen to break up.
