The standard trick still works: put a unit next to the enemy city, see its
last enemy unit (eg Phalanx against my Phalanx) kill itself on it,
walk into the empty city. This is how I beat the AI in current (mid_august) CVS,
i.e. this is how I capture 90% of their cities.

There's an RT ticket for this.
