to make a drive boot-able, use fdisk or cfdisk... there, you can delete /
modify / add partitions... just make your windoze partition bootable (by
selecting "bootable" in cfdisk or the equiv)... to format a DOS
partition... just use mkdosfs (while logged in as root)...
