Yes! NETBEUI is a transport layer protocol.  NetBIOS is software layer
that is independant of the transport.  So you can have NetBIOS routed over
TCP/IP.  It works fine.  In fact you must route NetBIOS over TCP/IP if you
want to talk to a SAMBA server...
