I have RH on my system.  I follow exactly the instructions for Southwind
below.  You have to run the pppd command on the main window.  This is
either the console when you login the system (before you run startx) or
the main screen window (after you run startx).  I don't think you have any
problem with IRQ because you can hear the sniffy sound of you modem.  This
is how I setup for SouthWind.
