This is probably a bit off-the-wall .. but .. what about creating a
communications subset of the irc protocol ?

I know this isn't the best example, but Microsoft's comic chat sort of
does this in that it makes use of irc /msg s so that one person can notify
everybody of the character he or she uses on irc (represented by a
picture)

What if such were to be used?

This is not to say that it would be an irc server, just take advantage of
IRC functionality.

I imagine there are flaws in this idea and I am far from an expert.:)
