I have never had a problem with a voodoo card.
I have had a Diamond Monster (voodoo driver) that worked very well, and 
now have a voodoo4 4500 card and never had problems.

I would suspect the SIS card as a problem since you say it worked VERY 
SLOW before you installed the voodoo3.  I have not seen very many 
reports of slow performance if the card is good and the correct drivers 
are loaded.

On the last Compaq, HP, and Dell I worked with, I did not have to 
disable the onboard video to add another card.  The bios was smart 
enough to use the added card as the primary video and told the OS which 
was there.  
I did not even have to tell X which card to load  drivers for. It used 
the card the bios selected as primary.  Even if it does not, when more 
than one video card is available, you can tell it which card to use.

Your description indicates a bios/hardware and possibly driver conflict 
rather than a bad video card on the Voodoo3
