Hi Ali,
yes I tried disabling as you said its not working still.
Ok if it is this Inetd problem why is there no delay when I remove the
network cable which connects
the mail server to the internet.
When that cable is removed this time outs in the client machines doesnot
appear.
And my second problem is if it is with the Inetd why is it that the clients
who get connected to this server
through the net from the net doesnot have this problem.This problem occurs
only for the clients inside the network only when the  mailserer is
connected to the internet.
