How about instead of arbitrarily halving production,
reduce production by the number of enemies visible
divided by the number of citizens in the city (or by
the number of troops stationed in the city).

This solves a major problem I have with the discussion
so far: I think it *should* take a lot of troops to
lay siege to a large city.  Having one little warrior
scaring the heck out of size 18 city with a tank
sitting in it makes no sense.
