Hi,

I was trying freeciv yesterday after a few years lapse, and thought up a
probably not new idea for countering smallpox.

Smallpox is effectual because when building a city, with a settler, you
get two workers. when growing a city, it takes away one worker.  In all
cases except building, a settler = one city worker. 

It would obviously not be practical to have cities start with one
worker, so would it be practical to make each additional citysize
benefit two more workers?  This would effectivly make growing a city
much much more profitable.  Also, other adjustments would need to be
made.  Increasing foodbox, lowering the requirement for aqeduct, etc. 
What do people think?
