Hmm :)

I think to generate a new fair map and
 to test the old maps is two separate thing.

It is possible to make a fair generator
without any measurement. Example:
 1 The number of players is known.
 2 Give one piece of land to p1, one
  for p2, ...=20
  with the same resources, same land
  growth structure.=09
 3 Goto 2
(its only a very short version, some=20
additional rules can be implemented,
like 1 rich landpiece worth 3 average)

On the other hand, a generate first,
 test later method is not optimal for
new maps. Test can refuse a map, and that=20
should be regenerated, unless you have
 the "fair generator".

Anyway, a test algorithm would be useful in=20
judgement of old maps and in new generator
developement.
