I actually tried it before. The amount of time taken every end of
turn is unbarable. Imagine you have to search through all cities
and all improvements (of course, there are ways to work around it).
Just my personal opinion to everyone:
There are always some system and manpower resources limitations.
Not many coders want to code something that occupies 10% of the
cpu/memory/disk space but have < 1% chance of being used in a
game (and coders who do that sometimes mess up a lot of things).
In the spirit of promoting creativity and innovations,
I have always try not to slam on someone for his ideas
(and save everyone's time from arguing over it).
If there is a mailinglist: freeciv-crap, I might be the
first one to flood it with all the crazy ideas.
Just because a few _loudest_ voices like some "features", does
not mean everybody likes it. Neither meaning it is practical.
