AFAICT the city styles do already use the Q_() macro (game.c:627). So 
yes...all that's needed is to change the rulesets.

Nation names also use Q_() (game.c:621).  In fact it seems all 
translated names in rulesets use Q_.

Egor and Daniel, you should figure out what ruleset changes are needed.
