Some (older) nation files are written a bit lazy, and the author didn't take
care of correct leader names. Maybe you can find out which Leopold (I think
I or II) is referred to here, or but better names in (of 'greater' rulers).
'Arthur' does not look wrong to me, as a reference to legendary King Arthur,
where the title had to be removed for obvious reason.
