I found a small error in my patch and fixed it. Here's the new version.

There's one other change I haven't discussed: In the Sioux ruleset, for 
example, a ruler under Despotism have the title "Chief" and under 
Monarchy "Great Chief". Here I've changed it to Monarchy="Chief" and 
Republic="Great Chief". The reson for this is that most players in most 
games has Despotism during such a short period of time, that it feels 
like a "waste" to have a special title for just those few turns.
