Any unit that causes unhappiness causes the same
amount, 1 in rep, 2 in democracy by default.

Most units do not cause unhappiness when within
borders.  The exception are those units with the
"FieldUnit" flag from the ruleset.  Nukes and bombers
are "FieldUnit"s; fighters and riflemen are not.
