I guess you mean the building is a hut?

It is a bit hard to make huts that are both fun, but don't give one
player a big advantage ..
And even small stuff, like a horse, can be a big surprise for the enemy ..

There are lots of different ideas for fixing this, like giving only
techs that the player could research next, or maybe a better idea,
techs that another player has researched.

Actually, the setting of "freecost" should also somehow make up for
it, making it less free?!?
