Yes, but not by having totally separate code paths. The AI should be
capable (eventually) of reading some configuration parameters such as
level of expansionism, militarism, backstabbing and other factors, and
adjust its behaviour accordingly.

If you have code that is better than the code which is in cvs now, then
submit that code as a patch to replace the existing code.
