The problem is space-race is measured in years, like "13 years to reach 
alpha centauri".  If you don't have 1 year/turn once all parts are 
buildable, then you'll get buggy behavior.

I'm not sure what the >= 1 AD check is for, though.  Seems like that 
could cause a bug if research was fast enough.
