Well, I tried to think of a better name but couldn't.  The effect 
basically just slows down the passage of time (years/turn) according to 
a fixed formula (corresponding to civ2 space-race rules).  This is 
explained in README.effects in the patch.

In future this should hopefully be made part of a gen-calender system.
