If the client doesn't have HACK access it should still be able to save 
and load games.  In this case the game is actually saved to disk by the 
client.  The server generates the file and then sends it to the client.

Of course for pubserver there is the problem of authentication.  This is 
easily solved if the server signs the savegame file before sending it 
(and checks the signature before loading).
