I'm assuming your government is despotism?  This government has a 
reduces producation rate meaning that any square which would generate 3 
food instead produces only 2.

Note that "open ocean" is 1/0/2 without a harbor.

If there's a bug here, it's that there's no easy way to tell where this 
effect is coming from.  One of the clicks on the tile should bring up a 
window telling you everything that's effecting the square's production.
