Ok here's the latest version of the City-Worklist page.  Upon popular
demand I have backtracked from the Sci-Fi look, though I've retained
what I think were good improvements - the scrollbar design (now
grey), the coloured list headers, and a few minor details.

The pictures are identical except that the second has the grey dither
applied liberally all over.  The first has no background dither at
all.  Oh and I just noticed that the first one doesn't have the
slider on the scrollbar.

I think the coloured list headers (which in these images are an olivy
green) will be a useful method of adding a bit of colour to the GUI,
and each page could have a different colour here or something.

Things still to be done:

- The buttons are still boring
- Need to lose some sharp edges in places, could use a bit more
'roundness'
- Anything else that people think of
