Perhaps it is an idea to use research as attribute for governments. For
example the research of Monotheism should boost research at first, but in
time it should seriously hamper new research until theology is researched
(the next step). Fundamentalism could then only a valid choice if Theology
is not yet developed.

This idea is based on historical observations.
