The barbarian creation code does not distinguish between land and sea
barbarians.  It just picks a random position and goes from there.  Usually
this position is in the ocean.

Are you sure?  It checks can_build_city_at_tile (or whatever) but doesn't
ever look at the terrain of the tile.
