Barbarians are generally created from the ocean. Land barbarians do not
seem to work very well. Could someone have a look at this, and make land
barbarians start uprisings from outside borders (only)?

Freeciv also does this. You find a settler ("nomad") when there is either
not enough space or too bad tile to build a city.
