In SMAC, specialists are *always* considered content for purposes of
determining riots or rapture.  There's no such thing as a happy Doctor
(Elvis) or an unhappy Doctor (Elvis).

As I said, it's been *way* too long since I last played Civ2, so I'm
not sure if the same rule applies there, but I suspect it does.

In fact, converting all of your workers to specialists is a well-known
SMAC strategy for keeping a city from rioting.  You can use robotic
crawlers to bring in food and minerals, so you won't starve or lose
military units.
