What would also be interesting is that it's possible that until the
discovery of the "gateway" techs, such resources could actually be
completely unknown.

i.e. if you come across uranium before you know about nuclear
fission then maybe you see nothing special at that tile because your
civ as a whole does not know that uranium is useful.  There would be
some scientists all over your civ all the time experimenting with
weird substances, but until they can demonstrate a practical use the
substance is still just a curiosity in the eyes of the politicians.

Then when the gateway tech is discovered, maybe deposits of the
useful resource become apparent on tiles that have already been
explored.  Some cities would become more important, and whole areas
would become the focus of "gold rushes".
