Ok... Per I remove all code that come for exp model.
Here is pure random functionality veteran code with some fixes.

I planed make some better diplomat/spy combat effects but have no time 
and  I left it as it is. But I made some fix/hacks/bugs in AI code with 
unit "move_rates" parm then some AI gurus should look on it.

Futre work on exp model I will start when effect code will go to cvs :)
Till that IMHO this code (or we chose 4044 ) is ready to go in.
