Of course you shouldn't see the status of each and every citizen of an enemy
city.

But should you see the disorder state of a city?

- It used to be like this

- disorder is important for bribe cost and threat of anarchy

- some realism that you know a city is in disorder when you are near the
  city

So I think you should see it.
