[Freeciv-Dev] (PR#4598) Cannot build Barracks III

I have built barracks II in many cities.
I conquer city with Sun Tzu's
One round (or more) later I get Mobile Warfare.
I get message that Sun Tzu's is obsolete.
Barracks II are sold.

I cannot build Barracks III
Barracks III aren't offered in city window nor in city report.

Turn done.

I still cannot switch production to barracks III
But I notice, that in city report 'change all' window, barracks III are
available.

I change all production from Factory to Barracks III
I get message that produktion is changed.

But it isn't.

After save and reload Barracks III are available.

Reproducible from savegame. Login as chris and press return key.
