Tolkien's hobbits don't have a flag -- it would go very much against
their culture. The pipe against white expresses them pretty well,
though, IMHO.

Elves are more complicated. Assuming we're dealing with Tolkien's
elves (there are others, but the ruleset seems to be middle-earth based)
then each elven house has its own emblems.  None of them look like that.

I've attached my own drawing of the star of the house of Feanor (the most
prestigious of the Elven houses).  Gold against green seems good for it 
(it's
only described as an colorless engraving in stone)

This is what I would use as an elven flag.
