Mike is working on a another implementation this. You have to ask him
why he didn't choose Ben's implementation. While gen-impr is a large
part of Ben's changes there are others. The gen-calendar patch was
considered but it had the wrong idea for the solution. Borders are
also a requested feature. There is are multiple threads about this
topic. Compound governments and compound units depends on the
gen-impr/gen-effect.
