Well, what _should_ happen in this case? Should we refuse B access to the
city, or make C's units to attack the city as they move in? That'll make
for a spectacular sneak attack ;)

I'm starting to wonder whether this situation is in fact a bug. Should it
really be possible to declare war on an ally's ally? Shouldn't a
declaration of war on a player automatically lead to its allies also
declaring war on you? Isn't that much of the _point_ of an alliance?
