Some comments.  With 30 players on the standard size map everyone's
peninsula gets connected at the end despite the fact that there is
enough space for everyone to have a peninsula (of around 3 tiles width).
 With 30 players on the smallest permitted map the peninsulas merge into
a hat shape (and there are 10 tiles of unused ocean to the side),
despite the fact that there is enough space for everyone to have a
peninsula of width 1.

If you want to fail on small maps or with many players, you should if at
all possible detect this and at least write a log message about it and
quite possibly also fall back to a different generator.

You might also want more flexibility in peninsula length; particularly
with many players leaving the middle third of the map empty looks rather
odd.
