Rather than change these all to point to RT, I think we should make 
official and easy-to-remember addresses that can be forwarded wherever 
we want (currently RT).

There are two cases, the web page and the e-mail address.

Web page:
   old: www.freeciv.org/cgi-bin/bugs
   new: rt.freeciv.org
   (note, the old address is already rerouted to the new one)
   Some other choices:
     freeciv.org/bugs
     bugs.freeciv.org

e-mail address:
   old: bugs@xxxxxxxxxxxxxxxxxxx (or bugs@xxxxxxxxxxxxxxx?)
   new: rt@xxxxxxxxxxxxxx
   (I *think* this address is also forwarded, if not it really
    needs to be!)
   Some other choices:
     bugs@xxxxxxxxxxx

I like bugs@xxxxxxxxxxx and freeciv.org/bugs.
