It is a little-known feature that freeciv-1.14.0 does have support for 
PNG files in the GTK+-1.2 and GTK+-2.0 clients.  Only the XAW client 
does not have PNG support (whereas only the Win32 client does not have 
XPM support).

I'd recommend that modpack authors go ahead and switch over to PNG.  It 
is a better format, and one that more freeciv users can use natively.
