Yes.. once the cursor changes back to an arrow, changing to democracy no
longer causes the error.  The error only occurs if the government is
changed within about 1 second of the "choose government" box popping
up.  The GDK_TREK cursor lasted a bit longer than 1 second, so it was
safe to change government *just before* it changed back to a normal
cursor too.

I tried different variations of moving units the first turn (1715 AD),
but it usually caused the "choose govt" box to be delayed by a few
turns.  In those cases, even changing the govt quickly didn't result in
an error.

Should the government change be delayed until the client finishes
everything else?
