Well, yes, branches get out of sync.  That's the point of a CVS branch - 
they can go off somewhere without bothering anyone else.  You work on the 
part you want to work on, get it ready, then do one merge.

This isn't a problem if development is somewhat organized, and people 
aren't randomly reorganizing things other people are working on.
