IMHO you should sent them to freeciv-dev and bugs@ if you think the
patch is ready (no known open issues) else (you want feedback,
opinions,RFC) you should use freeciv-dev.

I'm at 1082. But please submit if you think it is ready. You have
written the code so you should get a chance to get it included.
