Hi...

I tried the civ2gfx script and wasn't happy with the big flags so I
put (the allready existing) shields there instead... Unfortunatelly they
were placed quite some distance from the units by default and this was
hard to remedy without the flag dissaearing behind primarily larger
cities - so I did this patch to make it possible to put the flag in
front of the unit/city...

All other tilesets still has the flag behind like before...

PS: I found this on line 1150 of gui-gtk/mapview.c:
"FIXME: Find a better way to put flags and such on top."
I didn't have to change anything in any gui-* directory to make this
patch so I'm not sure this fixme still applies...
