Yes.

Simply being able to preassign techs on a per civ basis can be
perverted to do lots of interesting things. In Fantastic worlds, I
think they preassigned techs that expired/replaced the effects of 
others or could never be directly researched. The result was different
technology trees for different races.

The other scenario scripting trick they had was "triggers/events".
