Ok, done it. The patch changes the building.ruleset to conform with the
current code and generalizes the building construction stuff. I have used a
lot of the impr_gen patch now. I not yet tested it more than it compiles, I
do this tomorrow. Maybe other people might also try to look at it. You
should notice no difference with this patch than playing Freeciv without the
patch, otherwise it has a bug. Any comments are appreciated, of course.
