As pointed out, the tar.bz2 files are available from www.freeciv.org.
But as you questioned here, www.wincvs.org may be what you are looking
for. Its fairly easy to install, and for how its used for freeciv you
wont even have to reboot for those 'pesky' ENV vars. :)
