This is decent, but...

Adding a second axis of social engineering ("religion") brings more
variety of strategies to Freeciv, and would be a welcome change.  If
you haven't played Sid Meier's Alpha Centauri yet, you might want to
do so, so that you can see how a multi-faceted social engineering
("government") system can add to the game.

But:

 1) It MUST be totally optional.  At the very least, it must be separated
    to a sufficient degree that the Civ2-compatibility ruleset can opt
    out of it.

 2) It MUST be tolerable to human players who may hold strong religious
    beliefs.  Don't use real religion names like Christianity, Judaism,
    etc.  Use general categories.  "Animism" is good.  "Polytheism" (in
    the Greek/Roman sense) is OK.  But things start to get ugly (IMHO)
    when you bring in Monotheism.

Unfortunately, I'm running out of ideas myself here....
