Err I thought dipchance was the chance of winning against an empty city. I
thought there was no way you could change how good diplomats are at
defending. IMHO it should be 80% chance of a dip winning against an
undefended city, -10% if there is a military unit defending and -60%
for a defending diplomat. For any more diplomats it just adds -10%.

That would mean to make a city immune to dip attacks you would need 3
defending diplomats and a military unit, hard.. but not impossible. For
Spys, if it is spys vs dips dips defend half as well (easy way to set that
would be to make diplomats have an effective firepower of 2) and spy vs
spy the same rules as diplomats except military units have no effect.

ps. this is just a rough guess as to what a fun solution might be, it may
not be perfectly correct with reality.. but at least it will be more fun.
