It does seem overloaded, but is introducing more variables the answer?
Wouldn't it be possible to remove some uses and make it more compatible
with the way military battle works instead?  You could work with
diplomatic attack and defense strengths and hitpoints and use the
use the diplchance to determine their initial values.

The existing code works quite well, the only problem I have is not
really being able to defend a city against bribery when diplchance is
high.
