I'm not sure with your conclusion. IMO it doesn't say
clear about *fortyfied* _and_ *inside city wall*.

I have here the german translation (which may be inaccurate)
of Civ 2 MP manual, and it also speaks vaguely of "triple
defense strength inside city wall", not mentioning forti-
fication.

The French language version of the CivNet (i.e. Civ 1) manual (page 80) states:

"Les unités retranchées derrières (sic) des fortifications défensives bénéficient essentiellement de la protection fournie par les Remparts de la ville sans être directement stationnées dans la ville. La force d'une unité stationnée derrière des fortifications est multipliée par trois et les unités empilées sont détruites les unes après les autres. Les unités de Colons peuvent construire des fortifications sur n'importe quel carré de terrain (à l'exception d'un carré de
ville)"

In essence, this states that units fortified (retranchées) on a square that has a fortification gets the benefit of City Walls without actually being in the city. The strength of a unit within a fortified square is tripled (not doubled) and units are destroyed one at a time. Finally, settlers can fortify any square
EXCEPT a city square.
