Hello Christian yep ur right does not say about being in a city and fortifying
 so I did a bit more reading about cities in civ 1  m
this is what it says
"The minimum city defence is 1 army,preferably one with good defense
factor.Fortify any armies that you expect to defend a city with because
fortified units increase their defense strength."

so u fortify a unit to defend against an attacking unit and sentry to have a
unit to attack with.never did like the sentry command when ur waiting on a
boat to pick the unit up hold would be better for a unit awaiting a boat. 

hope this clear it up now, :-)
