Do you speak about CVS in general or about freeciv?
CVS in general is not restrictive and allows write access with pserver as
well. It also allows ssh. Or rsh.

Freeciv CVS settings do not seem to be very good either, as I'm able to
get the CVSROOT directory, when doing checkout CVSROOT. This should not be
possible for free access at all.
